, cooler than they have been, into the 60s. today, plenty of sunshine. i'll have more details back to you. >>> the wild wet cut a damaging path through dp. c earlier in the evening. some are still without power this morning. >> reporter: it was a quick storm. the wind huffed and puffed and blew the third floor off a building on 8th street in northeast. >> the noise was a crash, a boom and i witnessed the buildings collapsing, you know. it frightened me, really did. >> reporter: the building that collapsed, 335 h street, was under construction, an area merchants say was going to be an apartment building. some people at the ethiopian restaurant across the street saw the third floor go crashing down. >> it was like something hit something, like a car hit, some cars hit each other. >> reporter: to make matters worse, the building had a stop work order posted, no doubt interest to the owner of the corner building next door who took lots of pictures. on the other side of the building is a day care center, which suffered damage. so did cars nearby. >> thank god no one was walking by at the time.
